This page outlines exactly how we engage, how we bill, how we travel, and what we expect from each other. No sales fluff, just the details you need to decide if we’re the right fit.

Fractional-C.IO operates as a US-based company, wholly owned and operated by a US citizen authorized to live and work in the United States.


Ethics and Transparency

Your CIO has potential access to highly sensitive information such as finance, HR, business strategy, personal emails, and private files. This level of access is inherent to the role.

If there is hesitation about granting that access, attempts to hide information (e.g., on personal thumb drives or unapproved cloud services) often create greater risks such as data loss, lack of proper backups, or exposure outside company security controls.

At Fractional-C.IO, transparency and professional discretion are foundational. Our policies may differ from the norm in the consulting world, but they are designed to foster deep trust and alignment from day one.

For example, we maintain fixed, transparent pricing with no negotiations. Accepting a lower rate would undermine the true cost of delivering high-quality service. We prefer to decline an engagement rather than begin a relationship on uneven terms.

Location and Remote-First Approach

Fractional-C.IO operates as a remote-first practice owned and operated by a digital nomad. At any given time, Your CIO may be based in the Americas, Europe, Africa, Asia, or even international waters.

Reliable, secure internet connectivity is always a top priority when choosing locations.

Exposure to diverse cultures and global perspectives enhances the strategic insights Your CIO can bring to your business. That said, if your industry, compliance requirements, or internal policies include location restrictions or blacklists, Your CIO is happy to discuss and accommodate those needs openly.

Your CIO will never hide his location or circumvent any regional security or compliance rules, as doing so could put your organization at risk.

As time zones shift, Your CIO may occasionally request adjusted working hours or blocked call times. However, Your CIO always prioritizes client needs and remains flexible when it matters most.

Pricing

Fractional-C.IO’s pricing model is designed for fairness, flexibility, and low-risk entry. It allows us to build rapport and ensure strong fit before any significant commitment. Prepaid retainers free up capacity on our side and reduce administrative overhead, which we pass on as discounts.

  • Initial Discovery Call: Up to one hour, completely free.
  • Meetings to discuss our potential business relationship, contract terms, or scope adjustments: also free.
  • First five hours of work: This may include additional discovery, introductory meetings with your team, or initial deliverables. Billed at $100 per hour USD, payable in advance as a 30-day retainer.
  • Ongoing work: $250 per hour USD, billed in arrears for all further meetings, communications, and delivery.

Retainer Discount: Prepaid blocks receive discounts. 5% off ($237.50/hour) for 5–25 hours, and 10% off ($225/hour) for 25+ hours. Unused prepaid time expires after 180 days.

All time is tracked with brief descriptions and summarized in monthly reports. Requests for highly detailed billing or entry into client-specific time-tracking systems are treated as billable administrative time.

Engagement Process

Your CIO begins every potential engagement with a no-cost discovery call, up to one hour. This call is typically attended by the key decision-maker such as a founder, CEO, COO, CTO, or the executive who will own the relationship going forward. The purpose is to understand your current challenges, goals, and what success looks like.

When we mutually agree to move forward, a 5-hour paid retainer at the introductory rate is required before any further work begins. This retainer is used for deeper discovery: stakeholder interviews, review of existing IT operations, technical environment assessment, and initial recommendations.

At the end of the 5-hour phase, Your CIO delivers a concise findings summary and a clear proposal for the next phase of the engagement. For small-scope projects, meaningful deliverables can often be completed within this initial retainer.

Once the proposal is accepted, the engagement becomes flexible and tailored to your needs, ranging from as-needed project support to regular leadership participation, daily availability, or monthly strategy sessions. There is no rigid “one-size-fits-all” structure; the relationship evolves based on your requirements.

Scope of Services

Fractional-C.IO provides executive-level IT leadership and strategic guidance tailored to the needs of growth-stage companies, private equity-backed firms, and mid-market organizations that do not require, or are not yet ready for, a full-time IT executive.

Typical areas of impact include:

  • IT strategy and roadmap development aligned with business objectives
  • IT leadership, team mentoring, and organizational design
  • Vendor management, contract negotiation, and cost optimization
  • Cybersecurity posture assessment and risk mitigation
  • Cloud migration, infrastructure modernization and repatriation, and digital transformation
  • M&A due diligence (IT and operations) and post-merger integration
  • Governance, compliance, and regulatory readiness (SOC 2, ISO 27001, GDPR, etc.)
  • Interim leadership during transitions or rapid scaling periods

Your CIO works with existing CTOs to bridge the gap between software development and IT infrastructure/operations. He also partners effectively with outsourced MIS providers to ensure they are delivering maximum value and alignment with your business goals.

Every engagement is customized. Fractional-C.IO does not deliver commoditized services or fixed “packages.” Instead, we focus on the highest-leverage areas where experienced IT leadership creates outsized value. If a need falls outside Your CIO’s core expertise, he will say so directly and, where appropriate, help identify suitable specialists.

On-Site Travel

In-person engagements with Your CIO are occasionally valuable for major project kick-offs, leadership or board meetings, in-depth workshops, or team-building sessions. Virtual delivery remains the default for efficiency and cost-effectiveness.

When on-site presence is mutually agreed, the following structure applies for reimbursed travel expenses and time:

Travel Expenses, reimbursed at actual cost, pre-approved:

  • Business class flights to/from the meeting location (Star Alliance preferred where available)
  • 3-5 star hotel accommodations (Marriott preferred where available)
  • Intermediate+ rental car (Hertz or Avis preferred where available)
  • Reasonable incidentals such as meals and ground transportation

Billing:

  • Actual working time performed on-site: billed at the full rate.
  • Travel days or non-working portions of on-site/travel days: billed at 8 hours per day at 50% of the standard rate.
  • If a day includes a mix of travel and work, working hours are billed at the full rate, with the balance (capped at 8 hours total per day) at 50% of the standard rate.

Your CIO will always inform you of the current location (or intended location at the time of travel) when discussing on-site needs, so there are no surprises regarding cost or schedule.

Your CIO will propose an itinerary that minimizes total travel time. Where a significant cost differential exists, lower-cost alternatives that may involve longer flight times (and potentially additional billable travel days) will be offered. You always have final approval over the itinerary and expenses incurred.

Refundable booking options will be presented where available at a reasonable premium. In the event of cancellation, all refundable amounts will be promptly returned to you.

Because Your CIO operates without a fixed home base and may be transitioning between international locations, cancellations made within 168 hours (7 days) of scheduled departure will be treated as fully non-refundable. In such cases, you will be responsible for any non-recoverable costs associated with the booked flights, accommodations, and related arrangements, as these may need to be used to facilitate Your CIO’s ongoing travel schedule.

Client Responsibilities

For the engagement to succeed, clear mutual accountability is required. To maximize the value you receive from Fractional-C.IO, clients are asked to:

  • Provide timely access to key stakeholders, relevant documentation, and systems
  • Respond to requests for information or decisions within 48 business hours when possible
  • Share business context, priorities, and constraints openly and honestly
  • Respect scheduled meeting times and come prepared (as Your CIO does)
  • Approve deliverables, scope changes, and travel plans in a timely manner
  • Process invoices and expense reimbursements promptly (net-30 terms)

These expectations are not burdensome, they are the same standards Your CIO holds himself to. When both sides operate with speed and transparency, Fractional-C.IO consistently delivers stronger outcomes in less time.

Confidentiality and Data Security

Your CIO treats all client information with the highest level of professional discretion and care.

  • A mutual Non-Disclosure Agreement (NDA) is executed before any substantive work begins.
  • All work is performed using secure, enterprise-grade tools with end-to-end encryption.
  • Access to your systems is granted on a least-privilege, time-bound basis and is fully documented.
  • No client data is ever used for marketing, case studies, or external discussion without explicit written permission.
  • Upon request, Your CIO will complete your company’s vendor security questionnaire, background check, or compliance requirements.

Because of Your CIO’s nomadic lifestyle, he maintains strict operational security practices wherever he’s located and will never compromise your security for travel convenience.
